Climate Governance structure in Maharashtra

Chief Minister’s Council on Climate Change

The Chief Minister’s Council on Climate Change is envisaged as a strategic platform to guide the State’s response to climate change. Under the guidance of the Hon’ble Chief Minister, it addresses the impacts of climate change through focused adaptation and mitigation measures, while strengthening policy direction and coordinated climate action across sectors.

State Steering Committee on Climate Change

The State Steering Committee on Climate Change has been constituted to guide the implementation of the State Action Plan on Climate Change and the State Climate Policy.

Department of Environment and Climate Change

The Department of Environment and Climate Change (DoECC), Government of Maharashtra, serves as the State’s apex nodal agency for environmental protection, pollution control, and climate governance. It is responsible for the formulation, implementation, coordination, and monitoring of environmental policies, programmes, and statutory frameworks.

State Climate Action Cell (SCAC)

The State Climate Action Cell (SCAC), designated as the State’s nodal agency in accordance with Government Resolution dated 9th August 2023, is responsible for channelising Maharashtra’s climate initiatives and overseeing the implementation of key frameworks such as the State Action Plan on Climate Change (SAPCC), National Action Plan on Climate Change (NAPCC), and Mission LiFE.

Majhi Vasundhara Mission Directorate

Majhi Vasundhara (My Earth) is a holistic initiative taken up by the Environment and Climate Change Department, Govt. of Maharashtra. This initiative focuses on all the five elements of nature i.e. “Panchamahabhuta” viz. Bhumi (Earth), Jala (Water), Vayu (Air), Agni (Energy) and Akash (Enhancement).
